One of the principal executive takeaways from the ENISA Threat Landscape 2026 report is that whilst DDoS attacks accounted for more than half of all observed incidents, the more severe threats to operational continuity are financially motivated attacks in the short term, and cyber espionage over the longer horizon. For CISOs, the watchword is therefore resilience: the demonstrated capability of an organisation to anticipate, detect, withstand, and respond to incidents, and subsequently recover its critical services.

Published in September 2026, the report analyses 8,257 incidents affecting EU Member States and organisations operating within the European Union. The primary reporting period ran from 1 January to 31 December 2025; however, the document also addresses select developments from 2026, with particular focus on the expanding role of artificial intelligence.

Attack Volumes Alone Are Misleading

Within the ENISA dataset, DDoS attacks accounted for 51.3% of incidents, whilst unauthorised access comprised 39.5%. This high proportion of DDoS incidents was driven substantially by hacktivist campaigns linked to geopolitical events. These frequently targeted public-facing websites and customer portals—particularly in public administration, where ideologically motivated DDoS attacks represented 81.8% of recorded incidents—often resulting in limited or transient disruption.

This does not imply that availability protection is secondary; the outage of a mission-critical customer channel can carry grave consequences. However, security budgets should not be aligned exclusively with the most visibly frequent attacks. Whilst financially motivated operations represented approximately 29% of recorded incidents, ENISA identifies these as the highest-impact threat in the short term, alongside cyber espionage as a significant medium-to-long-term strategic risk.

The executive question is therefore not merely, „How many attacks did we block?”, but rather, „Which of our critical business services and sensitive information assets remained demonstrably secure?”

Ransomware Attacks Are No Longer Just an Encryption Problem

Among financially motivated incidents, ransomware accounted for 47.3% and data breaches for 36%. The manufacturing sector sustained the largest share of observed, adversary-reported ransomware attacks, representing 25.2% of cases. The report highlights the growing prominence of data theft and extortion-centric business models. Adversaries can exert intense pressure on victims even without encrypting systems, relying instead on threats to publish sensitive corporate data.

From a CISO perspective, this demonstrates that a backup strategy is necessary, but fundamentally insufficient on its own. A restorable system cannot undo data exfiltration. A robust defence programme must therefore concurrently address data exfiltration detection, privileged access management, backup isolation (air-gapping/immutability), and comprehensive post-incident access revocation.

The benchmark for successful recovery must not merely be that services are operational again, but that adversary access has been definitively eradicated.

Trust and Legitimate Authentication Mechanisms Are Attack Surfaces

The report underscores techniques such as ClickFix and device-code phishing. ClickFix deceives users into executing malicious code under the guise of an operational patch or verification step, whilst device-code phishing exploits legitimate corporate authentication workflows to hijack access. Across data thefts targeting cloud and SaaS environments—such as operations attributed to ShinyHunters—voice phishing (vishing), MFA fatigue/abuse, and OAuth token compromise feature prominently.

It is no longer enough to look merely for suspicious URLs or compromised passwords. Attackers routinely achieve their objectives by exploiting legitimate, authenticated processes.

A sound control response requires prioritising phishing-resistant authentication for privileged access, auditing third-party application permissions, and hardening helpdesk and account recovery workflows. In addition to MFA coverage, security teams must scrutinise authentication strength, session lifetime, and token revocation capabilities.

Supply Chain Risk Is Business Continuity Risk

ENISA highlights multiple instances where the compromise of a shared service provider had cascading effects across numerous organisations. The September 2025 incident involving Collins Aerospace’s passenger management software disrupted automated check-in systems across several European airports, forcing staff to revert to manual processing. The report’s case analysis attributes the unauthorised FTP access into the vMUSE infrastructure to the Everest ransomware syndicate.

Third-party risk management must not end with a security questionnaire or contractual attestations. Critical executive questions should include:

Which mission-critical services depend on a single third-party platform?

What level of access does the vendor possess into corporate systems and internal data?

Are fallback and manual operational procedures documented and functional?

Have we tested our ability to recover from a complete supplier outage?

Dependencies must be mapped directly to core business services, rather than remaining isolated within procurement registers.

The Development Environment Forms Part of the Enterprise Perimeter

The report highlights compromised software packages, repositories, and browser extensions, as well as attacks targeting software engineers through fraudulent recruitment campaigns and coding assessments—such as the Contagious Interview campaign. Posing a distinct risk, IT workers operating under fraudulent identities linked to Famous Chollima activities have emerged. Software supply chain security is therefore not strictly an application security concern: developer identities, associated credentials, and CI/CD build environments represent direct entry routes into the enterprise network.

The corresponding control baseline must include approved package repositories, isolated CI/CD environments, least-privilege build identities, and rapid revocation procedures for leaked credentials. Code received from unverified external sources during recruitment interviews should only ever be executed within an isolated, sandboxed test environment devoid of corporate network access or sensitive data.

Artificial Intelligence as a Force Multiplier and a New Attack Surface

According to ENISA, artificial intelligence in 2025 primarily amplified existing adversary skills and operational productivity. However, the report forecasts direct AI assistance expanding across subsequent phases of the cyber kill chain. A clear distinction must be made between observed AI-assisted attacks and forward-looking projections regarding AI’s future role: projections illustrate possible evolutionary trajectories rather than the widespread prevalence of autonomous AI attacks today.

Simultaneously, corporate AI implementations are themselves becoming critical environments requiring protection, particularly when integrated with corporate file repositories, credentials, or development platforms. The recommended response involves maintaining comprehensive AI and connector inventories, assigning designated asset owners, enforcing least privilege, enabling audit logging, and implementing controlled human-in-the-loop authorisation for high-impact actions.

Key Takeaways for the CISO’s Next Executive Meeting

Remediate critical internet-facing exposures and actively exploited vulnerabilities.

Harden privileged identities and SaaS access governance.

Establish data exfiltration detection alongside validated recovery capabilities.

Stress-test critical supplier and software development dependencies.

Formally integrate enterprise AI adoptions into the corporate risk management framework.

These insights represent analytical recommendations rather than ENISA-mandated statutory deadlines or universal compliance requirements. The control recommendations outlined in our post do not constitute verbatim regulatory mandates from the report.

Finally, threat data must be contextualised accurately. The report relies predominantly on open-source intelligence and voluntary disclosures rather than an exhaustive incident registry. Stated percentages reflect the distribution of observed incidents, not the statistical probability of an individual organisation being targeted. Threat intelligence yields actionable decision support only when mapped against an organisation’s specific business services, exposures, and verified internal controls.

Executive takeaways for CISOs and IT decision-makers on managing data theft, ransomware, and digital dependencies.
